§ 52.012 OPENINGS IN STREETS.
   It shall be unlawful to construct or maintain any opening or stairway in any public sidewalk, street, or alley without a permit from the Board of Trustees. All such lawfully maintained openings shall be guarded and shall conform to the requirements of this chapter, subject to approval of the Superintendent of Public Works.
