§ 52.004 CONSTRUCTION PERMITS REQUIRED.
   It shall be unlawful to construct, lay, disturb, or alter any public street, sidewalk, alley, or other public way, or to repair the same, without first having secured a permit therefor as set forth in §§ 52.070 and 52.071.
