In those instances where the village has already contracted for or has caused to be completed the sewer and/or water stub-ins from the public sanitary sewer main or the public water system to a point from which the abutting property is to be serviced (ordinarily within seven feet of the abutting proper line), said applicant shall be required to reimburse the village for its costs in having said stub-in made available to the applicant. The same shall be paid at the time of and in addition to the sanitary sewer tap- on fee, sanitary sewer property charge, water tap-on fee, and water property charge which are provided for herein.
