Municipal water mains and sewers will be available for tap-on purposes only in those instances where said water or sewer mains are lying in a right-of-way having a width of not less than 60 feet except in instances where the applicant is seeking to tap-on for the benefit of property where either the applicant or a predecessor in title has already dedicated not less than 30 feet along the right-of-way in which the sewer or water main lies or is to be constructed.
