Such application for sewer connection and/or house connections shall impose liability for a periodic sewer and/or water basic user charge to be billed the owner not later than 90 days after service is available to the owner's premises, whether or not said owner makes physical connection to said combined system. The permit and inspection fees for such connections shall be as provided by ordinance of the village.
