(A) The owner shall operate and maintain the private sewage disposal facilities in a sanitary manner at all times, and at no expense to the village. Whenever a private sewage disposal facility or drain thereto is obstructed, or if found to be broken or defective so that sewerage or drainage escapes into surrounding soil or into adjacent premises, repair or replacement may be ordered by the village.
(B) Such repairs shall be at the expense of the owner or person in control of such property. No such work for repair shall commence until such time as a permit has been obtained from the County Health Department.
