It shall be unlawful to bypass, disconnect or to disable any water, sewer or combined meter connected to the village water or sewer supply, and it shall further be unlawful to suffer or permit any such bypassed, disconnected or disabled water, sewer or combined meter to be connected to the village water or sewer system or to be present in any residence or other building in the village.
