§ 50.028 SEWER SERVICE RATES.
   (A)   Title within the corporate limits. For each residential single-family user, rental unit, commercial, or industrial user of the wastewater facilities within the corporate limits, from and after December 1, 2022, the quarterly charge shall be as follows:
       (1)   Minimum rate, $21.10 per quarter. This rate shall further increase by 5.5% per annum (compound) on December 1, 2023 and December 1, 2024.
      (2)   For the first 5,000 gallons of water used per quarter, $21.10. This rate shall further increase by 5.5% per annum (compound) on December 1, 2023 and December 1, 2024.
      (3)   For all usage over 5,000 gallons of water used per quarter, $.84 per 1,000 gallons. This rate shall further increase by 5.5% per annum (compound) on December 1, 2023 and December 1, 2024.
   (B)   All non-metered residential single-family or each rental unit user of the wastewater facilities, including buildings connected directly to the sewer pipes of the North Shore Sanitary District, shall pay a minimum flat rate charge per quarter adjustable to cover the costs of the minimum debt service charge, the minimum service charge, and the basic user rate. The flat rate charge will allow a maximum of 5,000 gallons per quarter.
   (C)   In the event use of the wastewater facilities is determined by the village to be in excess of 5,000 gallons per quarter, the village may require such flat rate user to install metering devices on the water supply or sewer main to measure the amount of service supplied.
   (D)   A deposit of $100 shall be paid by any person or property owner seeking a permit to connect a building to the municipal sewer lines (but not to the water service lines) after February 3, 2015, including any person seeking to re-establish sewer service where he or she has failed to pay his or her sewer bill and had service cut off. At the time that the owner gives notice to the Village Clerk that the building is being sold, vacated or demolished, any remaining unpaid balance then due for sewer service will be deducted and the remainder turned over to the property owner or tenant who posted the deposit. If the deposit is insufficient to cover the remaining unpaid balance then due, the deposit shall be applied to the balance, but the owner or occupant of the property shall remain liable for the remaining unpaid balance due and shall be subject to collection procedures set forth elsewhere in this chapter.
   (E)   Sewer reserve fund. Eight dollars of the minimum rate established in division (A)(1) hereinabove shall be dedicated for the exclusive purpose of establishing a reserve fund to be used only upon the specific allowance of the Village Board for capital improvements and infrastructure repairs of a significant nature only. The Finance Director shall maintain records showing how much money is in this reserve fund and shall inform the Village Board of the same not less than annually.
