The village shall charge the a civil penalty of $25 for any check returned to it by its bank or any other bank where the account of the maker of said check was closed; or $25 where it had insufficient funds. Such charge shall be paid by the maker. Where such check was for payment of water or any other services or goods not necessarily pertaining to sewer and water, the amount owed plus the check charge, plus any required additional deposit must be paid before the services shall be considered paid in full. Payment of this civil penalty shall cover the village’s administrative costs and shall not be in lieu of any criminal penalty.
