§ 34.33 POWERS AND DUTIES.
   The Board of Police Commissioners shall exercise such powers in appointing, promoting, and removing officers and members of the Police Department and shall exercise such other and further powers as are granted by statute, except that the Board shall not have any such power with respect to the Chief of Police. The Board shall have power to make rules appropriate to carrying out its statutory and ordinance powers, but no such rule shall be made to govern the operation of the Police Department or the conduct of its members. In addition to the foregoing general powers, the Board shall further have the power to establish hiring lists comprised of so-called “lateral hires,” being sworn officers that are, or have recently been, working full-time as sworn officers in other jurisdictions within Illinois and are fully qualified pursuant to state law to be hired by this and other municipalities.
