§ 33.03 DUTIES OF CHIEF.
   (A)   The Chief shall formulate a set of rules and regulations to govern the Fire Department but the same shall not be in conflict with any portion of this code. He shall be responsible to the President and the Board of Trustees for all matters in connection with the Department.
   (B)   At least once a month the Chief shall conduct suitable drills or instruction in all matters generally considered essential to good firefighting and safety of life and property from fire. The equipment may be used for drill and practice as frequently and at such times as the Chief may deem necessary.
   (C)   The Chief is hereby required to assist the proper authorities in suppressing the crime of arson by investigating or causing to be investigated the cause, origin, and circumstances of all fires. The Chief is hereby empowered to enter any and all buildings and premises at any reasonable hour for the purpose of making inspections and to serve written notice upon the owner or occupant to abate, within a specified time, any and all fire hazards that may be found. Any person so served with a notice to abate any fire hazard or hazards shall comply therewith and promptly notify the Chief.
   (D)   The Chief shall see that complete records are kept of all fires, inspections, apparatus and minor equipment, personnel, and other information about the work of the Department. The Chief shall report by request of the President and/or the Board of Trustees the condition of the apparatus and equipment; the number of fires during the month, their location and cause, the date of same, and the loss occasioned thereby; the number and purpose of all other runs; and any changes in membership. The Chief shall also make a complete annual report to the President and the Board of Trustees by June 1 of each year, which shall also contain comparative data for previous years and recommendations concerning the Department and any special information requested by the President and Board of Trustees. The Chief shall annually submit to the President and the Board of Trustees a budget for the Department for the forthcoming fiscal year.
