§ 32.30 ESTABLISHMENT.
   There is hereby established a Board of Local Improvements for the village, which shall consist of all of the members of the Board of Trustees and the Village President. The Village President shall be the President of the Board of Local Improvements, and the Board shall select one of its members to be the Secretary.
