§ 31.021 DUTIES.
   (A)   The President shall be the chief executive officer of the village, and shall perform all such duties as may be required of him by statute or ordinance. He shall have supervision over all the executive officers and all the employees of the village. He shall have the power and authority to inspect all books and records kept by any village officer or employee at any reasonable time. ('79 Code, § 102)
   (B)   The President shall appoint, by and with the advice and consent of the Board of Trustees, all officers of the village whose appointment or election is not otherwise provided for. Any vacancies occurring in appointive offices shall be filled in the same manner.
   (C)   Whenever there is a dispute as to the respective duties or powers of any officer of the village, this dispute shall be settled by the President after consultation with the Village Attorney. The President shall have the power to delegate to any officer any duty which is to be performed when no specific officer has been directed to perform the duty.
