§ 31.003 TERM OF OFFICE; VACANCIES.
   (A)   Every appointive officer of the village shall hold office during the fiscal year or until his successor is appointed and qualified, unless it is otherwise provided by ordinance. In case of a vacancy in any such place, it shall be filled in the manner in which appointments or selections are made, in the absence of a provision to the contrary. ('79 Code, § 1001(3))
   (B)   Every appointive officer of the village, everyone holding a position of the village, and every employee of the village, in the absence of any provisions to the contrary, shall hold such office, position, or employment during the pleasure of said Village President or for such period as may be agreed to by the Village President; however, no such period in any event shall extend beyond the April 30 immediately following the date of appointment. Notwithstanding the provisions hereof or of any other provisions contained in this code, every officer and every person holding a village position or employment shall continue in such office, position, or employment until he is expressly removed by the Village President or until his successor is appointed and qualifies or accepts the position or employment, as the case may be. In case of any vacancy, the same shall be filled in the same manner in which appointments or selections are otherwise made, in the absence of provisions to the contrary. ('79 Code, § 411)
