§ 30.19 DISTURBING MEETINGS.
   (A)   It shall be unlawful for any person to disturb any meeting of the Board of Trustees or any other duly constituted board or committee of this village. In the event of any such disturbance, the President or other presiding officer shall have the right to gavel the meeting to an immediate close, to cause the council chambers (or such other location where the meeting is being held) to be secured and the offender arrested or subdued as may be appropriate.
   (B)   (1)   Any person disturbing a meeting, but in a fashion not causing the closing of the meeting shall be fined $100 for the first offense, $250 for the second offense and $500 for the third and subsequent offense.
      (2)   Any person disturbing a meeting and causing the closing of the meeting shall be fined $750 for any offense, and in addition shall be liable for the entire costs incurred by the village in closing the meeting, subduing the offender and securing the council chambers.
