Upon approval of any application for a sewer or water connection, the town shall do the excavation, lay the pipe, install a meter where necessary, make the connection to the main, fill the excavation and replace the surface of the street; provided, that by special permission of the Superintendent, the user may make the excavations and refill the same after installation is made.
