Employees of the town shall have the right to enter upon any and all premises for the purposes of trimming trees and shrubbery and removing other obstacles which present a danger of damaging meters, poles, wires or any other such facilities or apparatus of the town's electrical system. The work may be performed without permission of the property owner.
