(A) Should the town's electrical service be unsatisfactory, the Town Manager shall be notified in writing of the specific complaints of the user thereof.
(B) In case of protested bills, when it is alleged that meters are defective, such shall be made on the bill, but if found not defective, then the person making the complaint shall pay all expenses of the investigation. All bills shall be paid before the test is made and if an error is found, proper rebate shall be made.
