(A) Term and appointment.
(1)
Board members shall serve three-year terms, and shall be appointed by the Council.
(2) The initial term of appointment for members shall be two members for one-year terms, two members for two-year terms, and one member for a three-year term.
(3) Members may be reappointed, with no limits on the number of terms served.
(B) Compensation. Members of the Board shall serve without compensation.
