Under the direct control of the Town Manager, there is hereby established a Parks and Recreation Department and the position of Director. Further, a Town Parks and Recreation Advisory Board is hereby created by the town, which shall be designated as The Parks and Recreation Advisory Board of the Township of Winterville.
