The Board of Alderpersons may order street improvements and assess the costs thereof, exclusive of costs incurred at street intersections where no property abuts the street against the property owners at an equal rate per front foot, as prescribed in § 98.072, without the necessity of a petition, upon the finding by the Board that:
(A) The street is unsafe for vehicular traffic and it is in the public interest to make the improvement;
(B) It is in the public interest to connect two streets already improved; and
(C) It is in the public interest to widen a street already improved in accordance with standards established for the town's thoroughfare plan.
