The purpose of this subchapter is to provide for a procedure for removal and eradication of graffiti from buildings, walls, and other structures within the Town of Winterville in order to reduce social deterioration within the town, to remove and abate public nuisances, and to promote public safety and health. Graffiti is hereby found, deemed, and declared to constitute a public nuisance.
