No owner or occupant of a lot shall suffer to remain on the lot owned or occupied by him or her any decayed flesh, vegetables or other things which may annoy his or her neighbors or tend to effect the health of any citizen, nor shall any person throw or place any such matter upon any street or alley or upon a lot of another person.
