Any vehicle parked in any area prohibited by this chapter may be removed from the area upon the direction of the Police Department to a place of storage, and the registered owner of the vehicle shall become liable for the removal and storage charges. No person shall be held to answer in any civil or criminal action to any owner, lienholder or other person legally entitled to the possession of any vehicle removed from the prohibited area pursuant to this section, except where the vehicle is willfully, maliciously or negligently damaged in the removal from the aforesaid area to a place of storage.
