Any Town of Winterville water user who is found to have failed to comply with any of the mandatory restrictions set forth in this subchapter shall have their water service from the town terminated. Notices of non-compliance will be issued by U.S. mail to the billing address of the customer providing an opportunity for a hearing prior to the severance of the water service.
