The Town Manager or his or her authorized representative is authorized to declare that a water emergency exists. Depending on the severity of the emergency, voluntary (Stage 1) and mandatory (Stage 2 and Stage 3) stage water use restrictions as described in this document shall be imposed upon all water customers.
