Section 12.04.130   Minimum setback lines.
   No new building or structure shall be erected, and no existing building or structure complying with this chapter shall be enlarged, extended or reconstructed in such manner that the minimum horizontal distance between the nearest curb-back of a public street and the nearest line of the building or structure shall be less than nine feet, or if there is no curb, in such manner that the minimum horizontal distance between the nearest pavement edge of a public street and the nearest line of the building or structure shall be less than nine feet. The minimum setback from the regulatory floodway shall be as set forth in Section 15.68.130 of this code. As used in this section, the term "public street" shall not include public alleys, courts, passageways or parking lots.
