The Finance Officer shall make reasonable efforts to locate the intended recipient of a utility refund. If after reasonable efforts are made and the intended recipient does not collect the refund funds, the Finance Office shall retain the uncollected funds for one year. If after one year the funds remain uncollected, the money shall be turned over to the State Treasurer to be included in the State Treasurer's unclaimed property lists.
