No person shall park any vehicle, motor or otherwise, with any part of such vehicle blocking access to any garbage dumpster by the garbage removal contractor. A violation of this section is subject to penalty for unlawful parking. In addition, a violation of this section is sufficient cause for any police officer to arrange for towing the offending vehicle from that location, with the vehicle owner or the person parking it at that location to be responsible for all towing and storage costs.
