Any person who willfully commits any of the following offenses is subject to the penalties identified in § 10.99:
(A) Hinders or resists any firefighter or police officer in the official performance of their duty, conducts himself or herself in a disorderly or noisy manner at such emergency or refuses to obey any necessary and lawful order;
(B) Drives over, upon or across any fire hose;
(C) Tampers with or damages any fire alarm or detection system, fire apparatus, fire tools or equipment, or fire hydrant.
