The Chief of the Department shall:
(A) Ensure that in his or her absence that a competent member of the Department is available to command any incidents at all times;
(B) Render to the Mayor and Council from time to time, when requested, written reports of the conduct of his or her office; and
(C) Be responsible and accountable for the fire apparatus and equipment of the municipality and its care, housing and protection.
