The intent of this subchapter is to avoid, through the application of special regulations, airport hazards that could endanger the lives and property of airport users and other persons in the vicinity of the Winner Airport. The regulations are adopted in conformity with SDCL § 50-10 for the purpose of preventing obstructions that reduce the size of the area available for the landing, take-off and maneuvering of aircraft and that tend to destroy or impair the utility of the airport and the public investment therein.
