There is created a Fire Department for the municipality for the purpose of protecting life and property by:
(A) Providing fire prevention and suppression services;
(B) Responding to other emergencies where Fire Department personnel and equipment can relieve threats to property or human health and safety; and
(C) Investigating fires.
