The acceptance, widening, removal, extension, relocation for any street or other public way, ground, place, property or structure shall be subject to submission and approval by the Planning Commission, which shall communicate its approval or disapproval to the City Council with reasons therefor, and the City Council shall then determine whether to approve or disapprove the submission.
