The City Council shall appoint a Planning Commission, the total membership of which shall be an uneven number. The term of each of the appointed members of the Planning Commission shall be for a set period of time. When the Planning Commission is first appointed, the lengths of the terms should be varied so that no more than two terms shall expire in the same year.
