There shall be seven members appointed by the Mayor and confirmed by the Council. A majority of the members constitutes a quorum to do business. When a seat on the Planning Commission is vacant due to removal, resignation, death, or by operation of law, the quorum consists of the majority of the remaining members who are qualified to serve. Except where otherwise provided, a majority of the quorum shall be sufficient to decide regular business.
