§ 153.078 SIDEWALKS.
   The developer shall be responsible for the following required improvements.
   (A)   The City Council may require, in order to facilitate pedestrian access from streets to schools, parks, playgrounds or other nearby streets, the construction of sidewalks. Sidewalks shall be constructed to a minimum of four inches of depth and four feet in width and to standards approved by the city.
   (B)   A median strip of grassed or landscaped areas at least three feet wide shall separate all sidewalks from adjacent curbs.
   (C)   The City Council, in its discretion, may waive the requirement that the applicant install sidewalks prior to the signing of the subdivision plat, and that as an alternative, require the applicant to apply for a building permit to construct sidewalks.
