§ 31.33 MAYOR’S VOTE.
   The Mayor shall preside at all meetings of the Council but shall be entitled to vote only on any questions when there is a tie vote, excluding issues relating to expenditures and passages of ordinances. The Mayor shall preserve order and decide all questions of order subject to an appeal from the Council.
