§ 31.23 OPEN MEETINGS.
   In compliance with state law, Council meetings shall be open to the public. It shall be unlawful for any person, not a member of the Council, to make any disturbance or interfere in any way with the deliberations of the Council at meetings. No persons, not a member of the Council, shall address or deliver any remarks to the Council at such meetings without first asking for the privilege of doing so. The city offers a public input opportunity at every meeting pursuant to its policy.
