The City Council shall hold regular meetings on the first and third Monday of each and every month of the year at the hour of 6:30 p.m. in Council chambers located in city hall. Whenever a regularly scheduled meeting of the Council falls upon a day designated by law as a legal or national holiday, then such meeting shall be held on the first workday following that holiday at 6:30 p.m.
