Any building or structure that has any conditions or defects that violate building codes as set forth in the most recent editions of the International Property Maintenance Code, as adopted by the city in § 150.001, or International Building Code, as adopted by the city in § 151.001, shall be deemed to be a dangerous building, provided that such conditions or defects exist to the extent that the life, health, property, or safety of the public or its occupants are endangered.
