Upon the approval by the governing body of the city of any application for the erection, construction and operation of such filling station, the City Finance Officer shall issue a license for the operation thereof which said license shall grant to said applicant the privilege of operating and maintaining a filling station within the limits of the city. A license fee of $1 per year or fraction thereof shall be charged for such license.
