Any filling station erected from and after the passage, approval and publication of this chapter shall have the service facilities consisting of pumps and appurtenances thereto so located upon the premises that the vehicles served by such facilities shall not interfere or obstruct the traffic or obscure the clear view of the street or streets adjoining such filling station. In no event shall any filling station or stations be permitted upon the public streets, alleys or parking within the limits of the city, except service facilities erected prior to the passage of this subchapter.
