§ 132.04 OBTAINING PERMISSION.
   It shall be unlawful for any person to obstruct any street, alley, sidewalk or other public ground by placing therein or thereon any building materials, or any kind of machinery, vehicle or any article or thing; nor shall any person remove or assist in removing any building into, along or across any street, alley or public ground of the city, without first obtaining written permission from the Mayor, and conforming to such restrictions and conditions as he or she may prescribe and such regulations as are fixed by the ordinances of the city.
