Whenever, from any cause, any street or alley of the city shall be obstructed by a press of automobiles, trucks or other vehicles, loaded or otherwise, Chief of Police or other police officer may give such directions in regard to the removal of such automobiles, trucks and vehicles as in his or her opinion may be required by the public convenience, and it shall be unlawful for any person to refuse to obey such directions.
