No person shall in the city by words, signs or otherwise set any dog or dogs to fight or to attack any other dog or dogs, nor shall any person set, abet or encourage any dog to fight, nor in any manner set on or encourage any dog to attack or chase any animal that is not engaged in any malicious act; and no owner, keeper or harborer of any such dog shall knowingly permit or allow such dog to fight without endeavoring so far as he or she is able to prevent the same.
