§ 96.12 REMOVAL OF STUMPS.
   (A)   All stumps of street and park trees shall be removed below the surface of the ground so that the tops of the stump shall not project above the surface of the ground.
   (B)   The city shall only be responsible for the removal of those stumps of trees the city cuts down.
