§ 96.03 PLANTING.
   (A)   The requirements of this chapter shall not apply to the planting of grass, annual flowers or similar nonwoody vegetation.

   (C)   No person shall plant or set out any tree or plant on a boulevard or in a public place without first consulting the city. Failure to consult with the city may result with the removal of unsuitable species.
   (D)   The city will issue a desirable species list for tree planting in the city. The list will contain a minimum of ten species in order to provide a diversity of tree types.
