§ 92.18 SWIMMING PROHIBITED.
   (A)    The City Council shall establish swimming pool charges to be collected from the users of the Winner swimming pool, by enactment of a resolution setting such rates to be collected. Such rates shall include those to be collected for daily rates, season passes, family passes and any other category as the City Council shall determine. Rates for swimming lessons may also be established in the same resolution.
   (B)    In each year following the initial establishment of the swimming pool charges, unless the City Council shall establish otherwise, there shall be an increase in all of the said swimming pool charges based upon CPI as defined hereinafter, said charges to remain in effect through that current swimming pool season. In every calendar year thereafter, there shall be an annual increase in the charges based upon the CPI as defined hereinafter. On that basis, effective in the year following enactment of this provision, and every calendar year thereafter, each swimming pool charge shall be adjusted to equal the prior calendar year’s charge plus the percentage of that prior year’s charge that equals the most recently reported CPI.
   (C)   Whenever CPI is referred to herein, it shall mean the consumer price index annual rate of inflation as determined by the US Bureau of Labor Statistics (CPI). In all cases where a CPI increase is calculated, it shall be rounded up to the nearest $0.25; but when applied to a subsequent year’s increase, the previous actual (non-rounded) CPI calculation shall be used as the basis upon which to calculate the next CPI increase. In any year where the CPI is less than 2%, a minimum rate of 2% shall be applied.
