Except as herein otherwise provided, no vehicle shall be parked on any street or alley of the city except such vehicle be parallel to the curb and no closer than four feet to any other vehicle, front and rear, and the front and rear wheels on the right of such vehicle shall not be more than 12 inches from the curb.
